Det är alltid kul tills någon nämner strukturdata och man står och stirrar ner i ett exceldokument som luktar sågspån, SCB och ångest.
Så vi på Norrverket bestämde oss för att göra det få andra gör i regionpolitiska sammanhang: ställa en ärlig fråga. En sådan som inte går hem i Bryssel eller på LinkedIn.
Är du Mack eller Sack?
Det är inte en komplimang. Det är inte en förolämpning. Det är en psykologisk utvärdering. En regional diagnos med en lätt doft av körschema och dåligt självförtroende. Det handlar om kapacitet eller beroende. Intern styrka eller extern kontroll. Är du byggd för framtiden, eller fast i historien med ett svagt wifi och en nostalgisk syn på skog?
Vi kikar på Sveriges fyra norra län. De ser ju ändå ut som en syskonskara: gemensam historia, lite praktiska, lite lika. Födda i utkanten av EU, formade av industri, jord, skog och en latent irritation över att Stockholm fått tunnelbana före Inlandsvägen fick mötesfri sträckning. Men hur lika är de egentligen, jämbördes?
Vi byggde en modell. Den heter Mack eller Sack. Den ger varje län två värden:
Ett strukturvärde (hur stark ryggrad du har)
Ett riktvärde (vart fan du är på väg)
0–100. Över 50 = Mack. Under = Sack. Enkelt? Ja. Smärtsamt? Också ja.
Sedan bad vi länen ställa upp på en… låt oss kalla det familjekonfrontation.
Jämtland: Sladdisen som lägger all lön på bitcoins och biltema
Jämtland är yngst. Alltid ett projekt på gång. En idé om en framtid. Ett elflyg eller en mikrobryggeri-koalition. Men inget har riktigt lyft.
Strukturvärde: 0. Som i noll. Här får vi komma ihåg att Mack eller Sack är ett relativt mått, men ändå: Överlägset lägst FoU per skalle inte bara i norr – i riket. Inga industriella muskler, inget kapital. Det är som att regionen tagit ett sabbatsår sen 1987.
Men riktvärdet? 52. Japp. Positivt. Det rör på sig. I vilken riktning vet ingen. Det är som att följa en el-scooter med trasig gps. Men det rör sig.
Västernorrland: Mellansystern som börjat stå upp för sig själv
Västernorrland var länge den grå. Den som alltid följde med men aldrig sa något. Den som var med i ett hörn av gruppbilden men blev bortklippt.
Men nu? FoU upp 114 %. Det är mer än en trend, det är en comeback. En inre styrka som växer fram utan reklamfilm eller sörlänningar i skogsmössa.
Strukturvärdet? Inte bäst. Men växande. Late bloomer? Ja. Men en som börjat läsa regionalekonomi på kvällstid och drömmer om självförsörjning.
Västerbotten: Överpresteraren som gått in i väggen
Västerbotten är den där kompisen man aldrig vågar jämföra sig med. En gång Sveriges svar på Berlin. Nu mer… ett kontorslandskap.
Strukturvärde: Top notch. Allt tickar. Allt fungerar. Allt är planerat.
Men riktvärdet? 24. Lägre än Jämtland. Västerbotten rör sig inte. Fricky har fastnat i sin egen spellista. Norrlands Silicon Valley har blivit en meditationsapp.
Det är som att allt gått in i systemet, men inget längre känns. Det är hållbart, men håglöst.
Norrbotten: Gymbrodern som lånar sina mål från Bryssel
Norrbotten ser ut som en framgångssaga. Högst BNP. Mest FoU. Mest muskler.
Men titta närmare.
Kapaciteten? – Extern. Det är inte du som håller i ratten, det är du som sitter på löpbandet med en PT från Stockholm.
Allt låter rätt. Det gröna stålet. Den digitala omställningen. Den nya industrialismen.
Men det känns som att Norrbotten blivit ett showroom för någon annans vision. Som en Instagramprofil med betald annons för vätgas.
Vad säger modellen egentligen?
Att vi måste sluta mäta utveckling som ett facit och börja se förmågan att utveckla. Att struktur inte är detsamma som riktning. Att slogans inte bygger kapacitet. Att regional utveckling inte handlar om vem som skriker högst, utan om vem som faktiskt kan stå på egna ben när det blåser.
Slutsats?
Om norra Sverige är en syskonskara, så är det dags att vi slutar behandla dem som tvillingar. Alla har olika bagage. Alla rör sig olika snabbt. Och några har kanske tappat sitt varför – men inte sitt varför inte.
Mack eller Sack är inget facit. Det är ett par fulsnygga glasögon som visar var kraften bor, och var vi bara hoppas den ska flytta in.

Det är en fråga som inte bryr sig om slogans, positiv platsmarknadsföring eller orimligt optimistiska befolkningsmål.
Det är en fråga som kliver rakt in i det regionalpolitiska vardagsrummet, utan att ta av sig skorna, och undrar vem som egentligen styr den regionala utvecklingen.

Ett nytt och kompletterande perspektiv på lokal/regional utveckling. Nya glasögon som ser de bakomliggande strukturerna, snarare än nyckeltalen.
Den mäter inte själva utvecklingen, utan det som möjliggör eller begränsar den.
